What does "standard neck" actually mean?

Standard neck (sometimes called no-neck) means the rug stops at the withers and the horse's neck stays uncovered. A combo rug, by contrast, has a neck cover attached or fitted over the top. Do I need a neck cover as well?

Which fill weight is right for my horse?
